I beg to inform you that I am a man of no talent, and

you have treated me well and entrusted me with a confidential

affair.

However, it is a considerable time since such

assignment and I cannot finish my work at an early date,

which is to be much regretted. However, the objective in this

affair is very cunning, and it is not advisable to do the work

speedily. In my general report of last month I expected to

finish this matter by the end of the month.

Therefore a

meeting (i.e. the joint meeting mentioned in the attached

report) was held at the TAI CHUNG WAH (Great China) Hotel on

the 8th.

The 7 men first decided to take a risk and rush into the

residence of the objective on that evening, in order to

fulfil the oath.

I considered that this was not advisable,

for fear that I could not attain the goal and fulfil the duty

entrusted to me. I ordered them to take it easy. As I am

assigned to this duty, I shall do my best, despite whatever

difficulty, and finish my job satisfactorily as soon as

possible so as to fulfil your expectation.

Please set your mind at rest and wait. (Please do not

worry about the requests we enumerated in the report. We

shall discuss them openly after the great affair is

accomplished).
